As a consequence of the optimizing of the planning procedures in the form of top-down regulations and assessment procedures, there is little room for influence from local residents on a proposed project. The objective of this project is to explore new collaborative ways in which local values and interests can become part of a negotiation process in the planning procedures, creating a space for influence and local empowerment. Tangible issues such as share ownership, shadow flickering, noise and setback distance will be investigated to assess their potential as negotiators to improve acceptability. These issues are typically part of the EIA and this project will furthermore explore how this instrument can be more appreciative to local values, including the concept of a Social Impact Assessment as a component.

The project will produce recommendations for improved planning procedures, including the Environmental Impact Assessment, where tangible issues can be used as negotiators to take account of local values and interests.
